    Improved Urban FunctionalityLonggang District has significantly accelerated the development of its transportation infrastructure. Phase IV of Metro Line 3 is operational, while Phase II of Line 16 has been fully electrified. Four Phase V metro lines, including the highly anticipated Phase I of Line 17, have been under construction. The surface-level section of the Huizhou–Shenzhen Expressway expansion has been largely completed, greatly enhancing regional connectivity. In addition, 91.7 kilometers of non-motor lanes have been established, and 48 feeder transit routes have been added or upgraded to improve access to the metro network.Public utilities and urban infrastructure see steady improvement. The expansion and advanced treatment upgrade of the Longgang Central Water Plant has been successfully completed. The Siming Substation has been completed and put into operation, and an additional 12 square kilometers of urban area has been up to national sponge-city standards.Longgang District has made remarkable progress in building a smart city. A new model has been launched to integrate district-level data infrastructure with unified data asset. The district's City Information Modeling (CIM) platform has been constructed initially. The "Longzhengtu" mobile app, part of the information management system, has been officially rolled out to improve urban governance efficiency. Longgang District also introduces the “LongXiao-i” AI application matrix and pioneers the establishment of an AI algorithm training base, which is recognized as a model scenario for AI application in Guangdong Province.Longgang continues to lay a solid foundation for public safety and social stability. The district ranks second across Shenzhen in the city’s safety performance. More efforts have been made to have safety inspections in the high-risk sectors, involving the traffic and transportation, construction, and fire prevention. The newly established District Dispute Mediation and Service Center enhances grassroots conflict resolution capabilities. Notably, Longgang District’s  innovative case that applies an integrated “Four-Governance” model to address difficulties in resolving marital and family disputes has been recognized as a national model case under the “Fengqiao Experience” of the new era.

The School of Medicine of the Chinese University of Hong Kong, Shenzhen, is being constructed in an accelerated way. The framework of School of Music has been completed, and the School of Public Policy has been inaugurated. The Shenzhen Campus of Jinan University has finalized its site selection, and the Semiconductor School of Southern University of Science and Technology entered the full-scale construction stage. The Public Infrastructure Project (Phase I) for the Shenzhen Vocational Education Park has been under construction, and Shenzhen Technician College has been officially upgraded to become the Shenzhen City Vocational College. The Longgang International Art Center has finished the construction of the framework, and the Buji Cultural and Sports Center and Henggang Cultural and Sports Center have been open to the public. Shenzhen Universiade World, a new landmark, also opens. For the 14th consecutive year, the district leads Shenzhen in the number of ICIF branch venues, highlighting its role as a cultural innovation hub. The district has established a comprehensive IP industry base in cooperation with Shanghai Film Group. The CIC Innovation & Creativity Center was honored as one of Guangdong’s Most Beautiful Public Cultural Spaces in 2024. Longgang District stands at the first place in Guangdong Province in terms of the public cultural services.Longgang District guarantees solid social services. The District Elderly Nursing Home has been completed, and Elderly Service Centers in Jihua Subdistrict and Baolong subdistrict have been open. 339 community elderly-care stations have been established across the district, together with 5 provincial-level and 39 municipal-level child-friendly communities.     Stronger Ecological ProtectionLonggang's green transformation continues to flourish. The district has completed 16 new community parks and achieved the high-quality operation of Longgang Children's Park. 13 urban greenway projects have been completed, and a 5-kilometer demonstration section of cycling route keeps accessible in Pinghu Ecological Park. Over 49,000 square meters of vertical green construction has been completed across the district. Longgang District also creates 18 "Under the Banyan Tree" sites, further enhancing local ecological characters. The district’s urban environment consistently earns an A-grade rating in citywide environmental quality assessments.Longgang District has taken effective steps to control pollution. During the second round of provincial ecological inspections, the district has resolved all 27 cases on its duty. Air quality improves as PM2.5 levels drop from 18.6 to 17.9 μg/m³, while the proportion of high-quality river sections rises significantly from 69.6% to 91.1%. The district installs or repairs 17.1 kilometers of pipelines, and guides 565 residential communities to meet the “zero direct wastewater discharge” standard. The Longgang Energy Eco-Park has been recognized as a national AAA-rated waste-to-energy power plant, setting a benchmark for green energy and ecological governance.Longgang District has achieved solid progress in advancing its low-carbon agenda. The district has successfully hosted the 2024 Peak Carbon and Carbon Neutrality Forum, in conjunction with the Shenzhen International Low-Carbon City Forum. It builds Shenzhen’s first roadside ultra-fast charging station and launches the district’s first demonstration station characterized by photovoltaic supercharging and vehicle-network connection. A total of 74 megawatts of photovoltaic power generation capacity has been introduced. In addition, Longgang District has attracted 17 major green and low-carbon projects, involving CGN Engineering and Shenzhen Energy Environmental Sanitation Group.

In 2019, Longgang District formed its Leading Group for the Optimization and Innovation of the Business Environment. The secretary of Longgang District Committee of CPC served as the leader of the Group, and the district chief served as the Group’s executive deputy leader. The Leading Group was comprised of 49 functional departments in Longggang District, to help solve the major problems in optimizing and innovating the business environment and to supervise the implementation of the key projects. In 2021, Longgang District released The Measures to Continually Optimize the Business Environment for Market Entities in Longgang District of Shenzhen. The 29 measures, covering the 5 aspects as space supply, governmental system, enterprise service, element guarantee and legitimate climate, have been introduced to reform the mechanism that would harm market vitality, so as to speed up the building of China’s top internationalized business environment and provide an ideal climate for market entities’ development. Space supply: Longgang District could customize and provide high-standard industrial space as needed and could complete the transfer of industrial space within 90 days, with Shenzhen’s top efficiency. The district also stipulates The Measures to Support the Industrial Development in Longgang District, and popularizes the document across the whole district.  Element guarantee: Longgang District has formed its more flexible mechanism for the dispatch of the work force, which has served enterprises for over 1,400 times and provides over 6,200 job positions. In Longgang District, great efforts have also been made to improve the medical service. There have been 7 Class-A hospitals, with over 14,000 hospital beds.     Geographical Location Longgang District is located in the northeast of Shenzhen City, neighboring Pingshan District in the east, Luohu and Yantian Districts in the south, Bao’an and Longhua Districts in the west and Huizhou and Dongguan cities in the north.
