    Longgang district held its industrial promotion conference in Beijing on Sept 10, drawing listed companies, unicorns and innovative enterprises from sectors such as electronic information, artificial intelligence, the digital economy, biomedicine and cultural creativity.Also in attendance were representatives from research institutes, investment institutions and major business associations, who joined the event to explore the potential for industrial cooperation with the district.At the promotional session that followed, four departments delivered presentations, outlining Longgang's strengths in a clear, structured manner. Their sharing covered the district's industrial positioning and service guarantees, its comprehensive resource endowments, full-cycle support for enterprise growth, as well as progress on the HarmonyOS ecosystem layout that fosters industrial clusters and real-world scenario applications, along with industrial incentive policies and their practical outcomes. Five Beijing-based enterprises signed cooperation agreements with Longgang authorities. The projects spanned key growth tracks including artificial intelligence, the digital economy and smart hardware. Longgang also set up an on-site consultation booth to offer face-to-face Q&A sessions and targeted matchmaking services for participating enterprises. It is the only city in China to register import and export volume above 800 billion yuan in the first two monthsof the year. Between January and April, Shenzhen customs oversaw 858 export consignments of the three new items including energy storage cabinets and new energy vehicles, valued at 2.3 billion yuanin total, and rising 110 percent and 120 percent respectively, year-on-year.Later this year, the APEC Meeting will be hosted in Shenzhen. Leaders, entrepreneurs and policymakers from 21 Asia-Pacific economies will gather to discuss how small and medium-sized enterprises can better integrate into global value chains.

Longgang Eyewear has long stood as a golden hallmark of Made in Shenzhen and an indispensable backbone of the global eyewear sector. Longgang assembled a delegation of 58 premium enterprises to take part in the fair, forming the exhibition's largest industrial contingent, boasting the most complete industrial chain supporting capabilities. Robust supply chain prowess underpins Longgang Eyewear's core competitive edge in global expansion. Within a 10-minute drive, businesses gain full access to the entire industrial chain, spanning design, mold development, component production, finished goods manufacturing, quality inspection, and marketing. Sourcing high-end raw materials and performing core processing procedures can all be done within Shenzhen's city limits.Cutting-edge design capacity has emerged as a key engine powering Longgang Eyewear's market breakthrough. Home to the country's first intellectual property protection workstation dedicated to the eyewear sector, Longgang has registered more than 2,000 copyrights and completed over 3,000 trademark and patent searches to date. The district has hosted ten consecutive editions of its Eyewear Designer Awards program, nurturing a wealth of original designs. AI eyewear gains momentum.Grace Elegance partnered with Douya Vision to develop an AI-assisted smart eyewear device for the visually impaired, equipped with full-scenario auxiliary functions including object recognition, daily mobility navigation and text reading. The product claimed the Annual Pioneer Innovation Award for Smart Eyewear and is slated for official launch this September.Longgang's push for smart upgrading has extended to customer service workflows. Huiming Optical has rolled out the eyekuAI Intelligent Optometry Space Cabin, slashing the traditional optometry process to just 15 to 20 minutes. Capitalizing on robotic arm interaction and AI algorithms, the cabin delivers fully automated optometry services, with finished spectacles delivered to customers' doorsteps following online orders. Longgang's solid industrial foundation has cultivated fertile ground for the growth of AI eyewear. A public computing power pool, independently built by state-owned enterprises in Longgang district, now exceeds 20,000 petaFLOPS, substantially cutting costs for smart eyewear firms engaged in model training and optical vision algorithm research and development. 

    Improved Urban Functionality

    Longgang District has significantly accelerated the development of its transportation infrastructure. Phase IV of Metro Line 3 is operational, while Phase II of Line 16 has been fully electrified. Four Phase V metro lines, including the highly anticipated Phase I of Line 17, have been under construction. The surface-level section of the Huizhou–Shenzhen Expressway expansion has been largely completed, greatly enhancing regional connectivity. In addition, 91.7 kilometers of non-motor lanes have been established, and 48 feeder transit routes have been added or upgraded to improve access to the metro network.Public utilities and urban infrastructure see steady improvement. The expansion and advanced treatment upgrade of the Longgang Central Water Plant has been successfully completed. The Siming Substation has been completed and put into operation, and an additional 12 square kilometers of urban area has been up to national sponge-city standards.Longgang District has made remarkable progress in building a smart city. A new model has been launched to integrate district-level data infrastructure with unified data asset. The district's City Information Modeling (CIM) platform has been constructed initially. The "Longzhengtu" mobile app, part of the information management system, has been officially rolled out to improve urban governance efficiency. Longgang District also introduces the “LongXiao-i” AI application matrix and pioneers the establishment of an AI algorithm training base, which is recognized as a model scenario for AI application in Guangdong Province.Longgang continues to lay a solid foundation for public safety and social stability. The district ranks second across Shenzhen in the city’s safety performance. More efforts have been made to have safety inspections in the high-risk sectors, involving the traffic and transportation, construction, and fire prevention. The newly established District Dispute Mediation and Service Center enhances grassroots conflict resolution capabilities. Notably, Longgang District’s  innovative case that applies an integrated “Four-Governance” model to address difficulties in resolving marital and family disputes has been recognized as a national model case under the “Fengqiao Experience” of the new era.

    More Warmth in Livelihood Services

The School of Medicine of the Chinese University of Hong Kong, Shenzhen, is being constructed in an accelerated way. The framework of School of Music has been completed, and the School of Public Policy has been inaugurated. The Shenzhen Campus of Jinan University has finalized its site selection, and the Semiconductor School of Southern University of Science and Technology entered the full-scale construction stage. The Public Infrastructure Project (Phase I) for the Shenzhen Vocational Education Park has been under construction, and Shenzhen Technician College has been officially upgraded to become the Shenzhen City Vocational College. In terms of capacity expansion, the district adds 26,800 public compulsory education quotas, 1,500 public high school quotas, and 7,560 preschool education quotas. Exploratory projects such as the Shenzhen Cloud School and the Future Bilingual School mark the launch of next-generation "future campus" models.Longgang District continues to strengthen its healthcare capacity and innovation. A total of 1,600 new hospital beds are made available, as four hospital projects, including the relocation of District ENT Hospital, have been completed. The Second District Hospital of Traditional Chinese Medicine sees the completion of the main structure . The Hepatology Department at the Beijing University of Chinese Medicine Shenzhen Hospital (Longgang campus) is recognized as a national TCM excellence specialty. The District People's Hospital is named a national pilot site for the 2024 “Healthy China – Stroke Recognition” campaign. In the digital health frontier, Longgang District launches HuaTuo GPT, the first AI triage and pre-diagnosis system in China powered by a domestic medical large language model. The district also attracts nine top-tier medical teams, and becomes the first in the city to achieve the full-scale application of facial recognition to the medical services across all its public hospitals.Longgang District sees the flourishing of cultural, sports, and tourism development. The Longgang International Art Center has finished the construction of the framework, and the Buji Cultural and Sports Center and Henggang Cultural and Sports Center have been open to the public. Shenzhen Universiade World, a new landmark, also opens. For the 14th consecutive year, the district leads Shenzhen in the number of ICIF branch venues, highlighting its role as a cultural innovation hub. The district has established a comprehensive IP industry base in cooperation with Shanghai Film Group. The CIC Innovation & Creativity Center was honored as one of Guangdong’s Most Beautiful Public Cultural Spaces in 2024. Longgang District stands at the first place in Guangdong Province in terms of the public cultural services.Longgang District guarantees solid social services. The District Elderly Nursing Home has been completed, and Elderly Service Centers in Jihua Subdistrict and Baolong subdistrict have been open. 339 community elderly-care stations have been established across the district, together with 5 provincial-level and 39 municipal-level child-friendly communities. The district also delivers 17,800 units of affordable housing. 10 major civil concerns have been satisfied, with 934 public-concerned matters solved across the communities in the district.

    Stronger Ecological Protection

    Longgang's green transformation continues to flourish. The district has completed 16 new community parks and achieved the high-quality operation of Longgang Children's Park. 13 urban greenway projects have been completed, and a 5-kilometer demonstration section of cycling route keeps accessible in Pinghu Ecological Park. Over 49,000 square meters of vertical green construction has been completed across the district. Longgang District also creates 18 "Under the Banyan Tree" sites, further enhancing local ecological characters. The district’s urban environment consistently earns an A-grade rating in citywide environmental quality assessments.Longgang District has taken effective steps to control pollution. During the second round of provincial ecological inspections, the district has resolved all 27 cases on its duty. Air quality improves as PM2.5 levels drop from 18.6 to 17.9 μg/m³, while the proportion of high-quality river sections rises significantly from 69.6% to 91.1%. The district installs or repairs 17.1 kilometers of pipelines, and guides 565 residential communities to meet the “zero direct wastewater discharge” standard. The Longgang Energy Eco-Park has been recognized as a national AAA-rated waste-to-energy power plant, setting a benchmark for green energy and ecological governance.Longgang District has achieved solid progress in advancing its low-carbon agenda. The district has successfully hosted the 2024 Peak Carbon and Carbon Neutrality Forum, in conjunction with the Shenzhen International Low-Carbon City Forum. It builds Shenzhen’s first roadside ultra-fast charging station and launches the district’s first demonstration station characterized by photovoltaic supercharging and vehicle-network connection. A total of 74 megawatts of photovoltaic power generation capacity has been introduced. In addition, Longgang District has attracted 17 major green and low-carbon projects, involving CGN Engineering and Shenzhen Energy Environmental Sanitation Group.

    Steady Progress in Reform and Opening-Up

    Longgang maintains strong and steady reform momentum. The comprehensive Implementation Plan for Deepening Reform with 171 key initiatives has been released, pushing forward institutional innovation across sectors. Reforms in labor dispute resolution—integrating mediation, legal aid, arbitration, and litigation—are significantly deepened. Citizen-centered reforms in livelihood service coordination and education system optimization through school groupings and zoning also progress steadily. The district has introduced a pioneering “unaccompanied inpatient ward” model, alleviating the burden of hospitalization on families and tackling the issue of “one patient, many caregivers.”Longgang District continues to expand its openness and international cooperation. The district records a total import-export volume of 571.89 billion yuan, up 8.2%, and utilized 1.698 billion yuan in actual foreign investment, up 4.4% year-on-year. The Enterprise Overseas Service Base has been officially unveiled to support local companies going global, while the Huawei Cloud (Longgang) Global Digital Trade Service Innovation Center is launched to boost cross-border digital trade innovation. The number of AEO-certified high-level enterprises rises from 50 to 62, and the AEO Training Base undergoes a full upgrade to better serve international trade facilitation.The integration with Hong Kong and Macao progresses in an accelerated way. All annual tasks under the Three-Year Action Plan (2023–2025) for the High-Quality Development of the Universiade Shenzhen-Hong Kong International Science and Education City have been fully completed. Longgang District also has a strategic cooperation with the Hong Kong Trade Development Council (HKTDC) to deepen cross-border collaboration in industry, science, and innovation.Regional cooperation is further deepened. Longgang advances its targeted support and collaborative development programs with eight counties and districts across four provinces, delivering tangible results. Major aid projects—such as the Shenzhen–Xunwu Agricultural Product Processing Industrial Park and the Siyuan Kindergarten in Xunwu County—have officially been under construction, demonstrating Longgang District’s strong commitment to the coordinated regional development.
