China makes tax refunds easier for foreign visitors

YIN LIQIN/CHINA NEWS SERVICEChina unveiled on Monday a new package of measures to make tax refunds easier for foreign visitors, as Beijing seeks to stimulate inbound consumption and support the recovery of international travel.The policy, jointly issued by the Ministry of Commerce and five other government bodies, including the Ministry of Finance and the State Taxation Administration, outlines eight steps aimed at improving the country's departure tax refund system for overseas travelers.The measures upgrade an earlier policy released in 2025 and are designed to make the process "more convenient, faster and easier" for foreign shoppers, according to an official notice.A key component of the plan is expanding the number of tax refund stores. Authorities will encourage more eligible retailers to register as tax refund outlets and optimize their geographic distribution, particularly in areas with high concentrations of international visitors such as major shopping districts, tourist attractions, markets and ports of entry.Local governments are also encouraged to ensure that tax refund services are widely available in key commercial zones and travel destinations.Starting from July 1, China will introduce a random inspection system for smaller refund claims. Refund applications involving purchases of less than 10,000 yuan ($1,380) will be subject to spot checks rather than mandatory physical inspection of goods, while applications at or above that threshold will continue to require full verification.Officials say the change is intended to speed up processing for most travelers while maintaining regulatory oversight.The notice also calls for improvements to the country's "buy-and-refund-immediately" scheme, which allows foreign visitors to receive tax refunds directly at participating stores instead of waiting until departure. Under the new policy, authorities will promote cross-regional recognition of the service so that tourists who receive instant refunds at the point of purchase can complete final verification at a different departure port.In addition, the time limit for completing departure procedures under the instant refund program will be standardized nationwide at 28 days.China will also push forward paperless processing for tax refunds. From July 1, customs authorities and tax refund agencies will be allowed to verify refund application forms and sales invoices online, enabling the entire refund procedure to be handled digitally.Officials also plan to set up dedicated tax refund service areas at major trade exhibitions, including the China International Import Expo, the China Import and Export Fair and the China International Consumer Products Expo, to facilitate purchases and refund services for overseas buyers attending the events.Beyond procedural changes, the policy also aims to improve the overall consumption environment for international visitors. Cities designated as international consumption hubs or pilot zones for globalized retail environments are encouraged to expand tax refund services, improve payment convenience and build globally competitive shopping districts.Authorities also pledged to promote additional international passenger flights to make travel to China easier for overseas visitors.The policy comes as China steps up efforts to revive inbound tourism and cross-border consumption, while positioning retail spending by international travelers as a new source of growth for the country's consumer economy.Government agencies will also strengthen overseas promotion of China's tax refund policies as part of a broader campaign to build the "Shopping in China" brand and attract more international shoppers, the notice said.

Longgang District Industry and Information Technology Bureau, Shenzhen May 09, 2024Attachment  The Detailed Rules on Supporting Low-altitude Industrial Development with Longgang District’s Industry and Information Technology Industrial Development FundChapter One General ProvisionsArticle 1 Following Shenzhen Municipal Implementation Plan for the Innovative Development of the Low-altitude Economy (2022-2025) and Longgang District Methods for Promoting the Low-altitude Economy, the document is formulated based on the actual needs, in accordance with The Methods of Managing the District-level Financial Fund of Longgang District of Shenzhen (No. [2021] 1 of Shenzhen (Longgang District) Governmental Rules) and The Methods of Managing Longgang District Industry and Information Technology Industrial Development Fund (No. [2022] 5 of Longgang District Industry and Information Technology Rules).Article 2 The funds stipulated in the document should be extracted from Longgang District’s Industry and Information Technology Industrial Development Fund. The total amount of the funds should be controlled within the certain limit. As the amount of the yearly funds exceeds the financial budget, the funds should be reduced proportionately.Article 3 Longgang District Industry and Information Technology Bureau of Shenzhen is obligated to implement the document.Chapter Two Support Object, Support Standard and the ExaminationArticle 4 To support the establishment of advanced low-altitude technological application platforms1.Support object: The low-altitude economy research institutions, who are the main characters for the implementation of Shenzhen Municipal Implementation Plan for the Innovative Development of the Low-altitude Economy and are engaged in the establishment of the intelligent and integrated low-altitude infrastructures, should be funded for they settle in or set up their branches in Longgang District of Shenzhen.2.Method and standard of the support: The institutions proved qualified, should be funded at no more than 40%, 35%, or 30% of their actual operation expenses (mainly including decoration cost, equipment expense, human resource cost, R&D expenditure, field cost, the expenditure on integrated flying monitoring and controlling equipment, basic operation cost) during the first 3 years, with the yearly amount not exceeding 40 million yuan. The funds of the first year should be paid in two parts. The first part, which amounts to 25% of the yearly amount, should be distributed in the 4th month after the institutions have landed in Longgang District; while the second part, which equals 40% of the institutions’ actual operation expenses but that could not be more than 40 million yuan, should be distributed as the institutions have registered in Longgang District for a complete year, with the amount of the first payment has been deducted.3.Examination: the examination and verification are necessitated before the granting of related permit and approval.Article 5 To Support the establishment of specialized R&D platforms1.Support object: the laboratories and joint laboratories set up in Longgang District by the key laboratories, engineering laboratories, technological innovation centers and other innovation organizations, that are engaged in the field of low-altitude economy and approved by Ministry of Industry and Information Technology of PRC, State Bureau of Market Regulation, Civic Aviation Bureau of China and other relative authorities.2.Method and standard of the support: The laboratories and joint laboratories that are set up in Longgang District by the key laboratories, engineering laboratories, technological innovation centers and other innovation organizations, that are engaged in the field of low-altitude economy and approved by the national authorities like Ministry of Industry and Information Technology of PRC, State Bureau of Market Regulation, Civic Aviation Bureau of China, should be awarded once for all at no more than 500,000 yuan, for they get located in Longgang District. The R&D organizations that have ever been awarded in accordance with Shenzhen Municipal Methods for Supporting the High-quality Development of the Low-altitude Economy, should be funded by the district at 20% of the municipal amount. A single one could not gain more than 2 million yuan.3.Examination: the examination and verification are necessitated before the granting of related permit and approval.Article 6 To attract complete vehicle researching and manufacturing projects1.Support object: the low-altitude economy enterprises that are engaged in the researching and manufacturing of the complete vehicles.2.Method and standard of the support: The newcomers engaged in the researching and manufacturing of the complete vehicle in Longgang District whose production values or business revenues of the previous year reached 50 million yuan, 100 million yuan, 500 million yuan or 1 billion yuan, should be respectively awarded 1.5 million yuan, 3 million yuan, 10 million yuan, or 20 million yuan once for all for they get located in Longgang District.3.Examination: the examination and verification are necessitated before the granting of related permits and approval.Article 7 To attract the enterprises engaged in the research and manufacture of core low-altitude industrial components and key materials1.Support object: the enterprises engaged in the research and manufacture of core low-altitude industrial components and the key materials, like master chip, core sensor, core connector, precision component, carbon-fibre aircraft body material (the definition of core low-altitude industrial components and the key materials mentioned herein should be determined in accordance to Article 6(1) of Shenzhen Municipal Methods for Supporting the High-quality Development of the Low-altitude Economy, which specifies the definition of aircraft body’s software and hardware capacities.)2.Method and standard of the support: The newcomers in Longgang District that are engaged in low-altitude industry and whose production values or business revenues of the previous year have reached 20 million yuan, 50 million yuan, 100 million yuan or 500 million yuan, would be awarded respectively 600,000 yuan, 1.5 million yuan, 3 million yuan or 10 million yuan once for all, for they get located in Longgang District. 3.Examination: the examination and verification are necessitated before the granting of related permit and approval.Article 8 To encourage enterprises to increase their investments1.Support object: the low-altitude industrial manufacturing enterprises located in Longgang District.2.Method and standard of the support: the enterprises who contributed the fixed asset investment of 20 million yuan or more to Longgang District’s financial statistics in the previous year, should be funded at 20% of the actual fixed asset investments (excluding the expenses on land), with the yearly total amount to a single enterprise not exceeding 30 million yuan. 3.Examination: the examination and verification are necessitated before the granting of related permit and approval.Article 9 To support enterprises’ further development1.Support object: the low-altitude economy enterprises whose production values or business revenues have been up to the designated scale.2.Method and standard of the support: the low-altitude economy enterprises should be respectively awarded once for all, no more than 200,000 yuan, 500,000 yuan, 1 million yuan or 3 million yuan at the first time that their manufacturing values have ever reached 20 million yuan, 50 million yuan, 100 million yuan or 300 million yuan; and the low-altitude economy enterprises should be respectively awarded once for all no more than 100,000 yuan, 300,000 yuan, 500,000 yuan or 1 million yuan at the first time that their service revenues have ever reached 10 million yuan, 30 million yuan, 100 million yuan or 300 million yuan. The enterprises who have met the related standards but never applied for the award before would be treated as having met the standards for the first time. As an enterprise has ever gained an inferior award but also becomes qualified for a superior award, the difference between the awards should be made up. As an enterprise has before been granted the award for getting located in Longgang District and also becomes qualified for the award mentioned in the article, the difference should be made up.3.Examination: the examination and verification are necessitated before the granting of related permit and approval.Article 10 To support low-altitude passenger aviation services1.Support object: the enterprises offering low-altitude passenger aviation services in Longgang District.2.Method and standard of the support: (1) the enterprises should be subsidized at 50% of their actual expenses on flying along the routes of Longgang District, with the yearly amount to a single enterprise no more than 5 million yuan. (2) The enterprises which offer passenger aviation services to the commercial contributors to Longgang District, should be awarded in accordance with “Free Flying in Merry Longgang District” Working Plan to Promote Low-altitude Consumption, after being registered with relative authorities, with the yearly awards not exceeding 15 million yuan. (3) An enterprise could not simultaneously be granted the subsidy and award in the fore-mentioned 2 articles.3.Examination: the examination and verification are necessitated before the granting of related permit and approval.Article 11 To support low-altitude cargo transportation services1.Support object: the enterprises offering low-altitude cargo transportation services in Longgang District.2.Method and standard of the support: An enterprise should be subsidized at 25 yuan for each drone flight carrying a no-more-than 25-kilogram load, and 50 yuan for each drone flight carrying a load being over 25 kilograms but no more than 150 kilograms. The enterprise who has opened a new route, should be subsidized 200,000 yuan each time 5,000 flights have been finished along the new route. Totally, an enterprise could not gain more than 10 million yuan in a year.3.Examination: the examination and verification are necessitated before the granting of related permit and approval. It should be subject to relative documents and the payment proofs which could identify the relative municipal department’s authentication or subsidy.  Article 12 To support the operation of comprehensive drone testing base1.Support object: the enterprises operating a free or public-welfare drone flying test field.2.Method and standard of the support: the enterprises should be subsidized at 50% of their operation expenses on renting, equipment, employment and the like , with the yearly amount not exceeding 3 million yuan. 3.Examination: the examination and verification are necessitated before the granting of related permit and approval. It should be subject to the third party’s audit report to decide the amount of the operation expenses involved. Article 13 To support low-altitude testing and identification services1. Support object: the enterprises and organizations providing the services like inspection and testing, standard setting, flying qualification checking.2. Method and standard of the support: the enterprises and organizations should be subsidized once for all at 20% of the actually-increased fixed asset investment involved, with the amount to a single investor no more than 5 million yuan.3.Examination: the examination and verification are necessitated before the granting of related permit and approval.Article 14 To advocate low-altitude-industry-oriented financial services 1. Support object: the manufacturing enterprises that insure a new low-altitude flying product for the first time or insure the business related to the production of low-altitude flying vehicles. 2.Method and standard of the support: an enterprise should be subsidized at 20% of its yearly total insurance premiums,within the maximum limit of 500,000 yuan.3.Examination: the examination and verification are necessitated before the granting of related permit and approval.Article 15 To support low-altitude industrial conferences and other related industrial events1.Support object: the enterprises and organizations that hold a low-altitude industrial conference or any other industrial events which are helpful for improving the influence of the industry.2. Method and standard of the support: an enterprise or  organization that hold an industrial event under national, provincial or municipal permit, or that hold an industrial event which is listed by relative industrial authorities as key project, should be awarded at 50% of the event expenses, with the maximum not exceeding 1 million yuan.3.Examination: the examination and verification are necessitated before the granting of related permit and approval. It should be subject to a third-party audit report to decide the amount of the expenses on holding the events.Article 16 To support the establishment of low-altitude industrial cluster and manufacturing bases1. Support object: the enterprises and scientific institutions that get located in low-altitude industrial cluster.2. Method and standard of the support: (1) the enterprises and scientific institutions should be subsidized at 50% of the actual renting cost, with the yearly amount to a single enterprise or scientific institution not exceeding 1 million yuan.3.Examination: the examination and verification are necessitated before the granting of related permit and approval.Article 17 To support the establishment of low-altitude industrial infrastructures1.Support object: the enterprises and scientific institutions engaged in establishing low-altitude industrial infrastructures like experimental sensing/locating/navigating/communication/controlling stations, taking-off/landing fields.2.Method and standard of the support: the enterprises and scientific institutions each should be subsidized at 50% of the actual expenses on establishing the infrastructures (excluding those in purchasing aircraft or relative software systems), with the total amount for a single taking-off/landing field not exceeding 200,000 yuan and to a single enterprise or scientific institution not exceeding 1 million yuan.3.Examination: the examination and verification are necessitated before the granting of related permit and approval. It should be subject to a third-party audit report to decide the establishment expenses.Chapter Three Application RequirementsArticle 18 There are basic requirements and special requirements for applying for the support above mentioned. Applicants should meet the basic requirements as the following:1. The applicants should be independent-legal-person enterprises, third-party testing organizations, scientific research institutions or the branch institutions, that are approved by the district’s authorities, that actually operate low-altitude-industry-related business in Longgang District and meet the related requirements, or should be the social organizations that hold a low-altitude industrial event in Longgang District.2.The applicants have never been listed as seriously-dishonest.3.The applicants should ensure that their application materials are true, legitimate and complete. Any cheat in the application should be prohibited. 4.The applicants should submit reliable and true data on their production and operation.5.The applicants should at least keep running their businesses in Longgang District during the following 3 years after gaining the support.6.Any means of repeated application should be prohibited.7.The applicants should obey the conditions and terms in the laws, regulations and the normative documents formulated by the superior authorities.Article 19 The applicants should meet the following special requirements and the requirements stipulated in the Application Guide that Longgang District Industry and Information Technology Bureau of Shenzhen formulates in accordance with the document.1.Facilitating the establishment of advanced low-altitude technology application platforms(1)The applicants should be the municipal specialized low-altitude  entities that are in charge of establishing municipal low-altitude industrial infrastructures and set up their branches or independent legal-person entities in Longgang District.(2)The “actual operation expenses” mainly includes decoration expense, equipment expenditure, human resource cost, R&D expenditure, field cost, the expenditure on integrated flying monitoring and controlling device, basic operation cost and the like.(3)The term of the operation expenses should be counted from the signing of the related agreement, with every 12 months as a complete year.2.Facilitating the establishment of specialized R&D platforms(1)The enterprises, organizations and other entities that have gained the support mentioned herein, could not be granted Longgang District’s any other support or award, with the same cause.(2)It should be subject to the superior’s shortlist and the municipal payment proof to decide the shortlist for and the amount of the supplementary funds given by the district.3.Attracting complete vehicle researching and manufacturing projects(1)The applicants should be the independent-legal-person entities that run their businesses actually in Longgang District.(2)The period that an applicant has been located in Longgang District should be counted from the day of its registration in Longgang District.(3)Each applicants’ production value and business revenue of the previous year should be subject to the data in the statistical reports submitted after they get located in Longgang District.4.Attracting the enterprises engaged in core low-altitude component business and the key material business(1)The applicants should be the independent-legal-person entities that actually run their businesses in Longgang District. (2)The period that an applicant has been located in Longgang District should be counted from the day of its registration in Longgang District.(3)The applicants’ production values and business revenues of the previous year should be subject to the data in the statistical reports submitted after they get located in Longgang District.5.Encouraging enterprises to increase their investments(1) The applicants should be the independent-legal-person entities that actually run their businesses, manufacture goods and improve their technologies in Longgang District. (2)The application matters could not be government-invested.6. Promoting enterprise growth(1)The enterprises that have been awarded for their being listed in Longgang District’s catalogue of above-designated-size industrial enterprises, above-designated-quota commercial enterprises and above-designated-size service enterprises, could not apply for the support mentioned herein.(2)Each applicants’ production value should be subject to the data in the reports submitted to Longgang District’s related statistical authorities.(3)The enterprises having gained the support mentioned herein could not claim Longgang District’s other enterprise-growth-oriented support or award, with the same cause.7.Facilitating low-altitude passenger aviation services(1)The applicants should be the independent-legal-person entities that operate their businesses in Longgang District and open at least 5 flight lines in Longgang District.(2) The actual expenses of flying along the lines mainly include the human resource cost, depreciated amount and other operation costs, with everything involved being subject to the third-party audit reports. If the operation expenses are indeed undertaken by a wholly-owned associate enterprise, the audit report of the parent or the associate enterprise should be submitted.8.Facilitating low-altitude cargo transportation services(1)The applicants should be the independent-legal-person entities that actually operate their business in Longgang District.(2)The quantitative base of the support mentioned herein should be subject to the payment proof of similar municipal support (excluding that related to the case that the taking-off and landing field is not in Longgang District). 9.Facilitating the operation of comprehensive drone testing bases (1)The applicants should register in advance with the district’s  related authorities in accordance with the Detailed Rules formulated by Longgang District Industry and Information Technology Bureau of Shenzhen. (2)The operation expenses involved mainly include the renting cost, equipment expenditure, wage and the like, which should be subject to the third-party audit reports.10.Supporting low-altitude testing and identification services(1)The applicants should be the independent-legal-person entities that actually operate their businesses in Longgang District.(2)The actual inputs mainly include the renting cost, wage, equipment expenditure and the like, which should be subject to the third-party audit reports.11.Encouraging low-altitude-industry-oriented financial services (1)The applicants should be the independent-legal-person entities that operate their businesses in Longgang District.(2)The applicants each should purchase a policy for their low-altitude economic business from an insurance agency that is registered or has a branch in Longgang District. 12.Supporting low-altitude industrial conferences and the academic forums(1) The applicants should be the independent-legal-person entities that operate their businesses in Longgang District. (2)The expenses of holding a conference /forum should be subject to the third-party audit reports.13.Supporting the establishment of low-altitude industrial cluster and manufacturing bases(1)Low-altitude industrial cluster herein refers to the low-altitude industrial park in Longgang District that is inaugurated with the permit from Shenzhen Municipal Industry and Information Technology Bureau.(2)Low-altitude industrial manufacturing base refers to the smart low-altitude industrial manufacturing park that consists of the various pieces of the industrial space chosen by the district’s relative authorities for the “Industry-upstairs” project and other excellent projects.14.Supporting the establishment of low-altitude industrial infrastructures(1) The applicants should be the independent-legal-person entities that operate their businesses in Longgang District. (2) The low-altitude industrial infrastructures should be established in Longgang District. (3) The actual establishment expenses should be subject to the third-party audit reports.Chapter Four Examination of the ApplicationArticle 20 Longgang District Industry and Information Technology Bureau of Shenzhen should formulate the guide to (notice on) the annual support application, in accordance with the document, which would specify the application processing term, the specifications of the application material and other details and which would be publicized in “龙岗政府在线” website and the official website of Longgang District Industry and Information Technology Bureau of Shenzhen.Article 21 The applicants should follow the guide (notice) fore-mentioned to report the application information and submit related materials.Article 22 Longgang District Industry and Information Technology Bureau of Shenzhen should be in charge of examining the applications, seeking suggestions from related authorities and re-examing the applications, as well as checking the applicants’ actual operation locations, whether they have been listed as seriously-dishonest entities, and other conditions of the applicants. Article 23 Longgang District Industry and Information Technology Bureau of Shenzhen could entrust the appraisal, audit and other tasks alike to a specialized third-party service institution, which should feed back the appraisal report, audit report or other reports alike to Longgang District Industry and Information Technology Bureau of Shenzhen.Article 24 Longgang District Industry and Information Bureau of Shenzhen should take into consideration the appraisal report, audit report and other reports it has received to formulate the monetary support plan, make the shortlist of the support objects and decide the support amount in accordance with the yearly monetary plan.Article 25 The list of the candidates for the support should be publicized on “龙岗政府在线” website and the official website of Longgang District Industry and Information Technology Bureau of Shenzhen, for 5 work days. Any objections could be raised in written form and reported to Longgang District Industry and Information Technology Bureau of Shenzhen during the 5-work-day publicity term. And, Longgang District Industry and Information Technology Bureau of Shenzhen would make related investigations, conduct the re-examinations, and would inform the involved candidates of the reasons for the cancel of the support in the corresponding cases.Article 26 In the case of any cheat, trick, intentionally-repeated application, intentional avoidance or obstruction of the examination or supervision, and any other misconduct alike, Longgang District Industry and Information Technology Bureau of Shenzhen could terminate the examination procedures, cancel and withdraw the support, as well as reporting the misconduct in the public credit information platform, holding the corresponding party responsible for the misconduct, and handing over the one suspected of committing a crime to related judicial authorities in accordance with laws and regulations.Chapter Five Supplementary ArticlesArticle 27 The “low-altitude industrial enterprise(s)” mentioned herein refer(s) to the independent-legal-person enterprise(s) engaged in general aviation, the manufacturing of unmanned aerial vehicles, low-altitude aviation, low-altitude-business operation and the  guarantee services, and any other businesses in the low-altitude industrial chain.Article 28 It should be the duty of the district’s related industrial authorities to judge whether an enterprise or a project could be of great significance or could have a strong influence to Longgang District’s low-altitude industrial development.Article 29 An entity could not simultaneously benefit from the support policies mentioned herein and Longgang District’s any other support policies, with the same cause. As an entity meets both the requirements for the support mentioned herein and those for Longgang District’s any other support, with the same cause, it is independent in its application, in the principle that the greater support would usually be preferred, but repeated application should be prohibited.Article 30 Longgang District Industry and Information Technology Bureau of Shenzhen should be in charge of explaining the document.Article 31 The fund(s) under the document should be rounded and kept in the unit of yuan. Article 32 Otherwise with a special notice, the expressions of date, ratio, amount and the like should include the numbers appearing in the expressions. “Year” mentioned herein should refer to the calendar year.Article 33 The document should be effective beginning from May 20 of 2024, with the validity of 3 years. In principle, the regulatory authority should recommend no more than one headquarters in the “11+2” industrial clusters and “3+4” key industries, to sign the cooperation agreement with the Government.Chapter Three Support Article 4 Award for Headquarters Located in Longgang DistrictAn enterprise that’s registered or located in Longgang District after The Measures is put in efforts and that is certified as headquarters, would be awarded the amount equal to 30% of the economic value that it contributes to the District during the last year (no more than 30 million yuan), in the first year that it has been identified as headquarters; and awarded no more than 30 million yuan in the second and third year in which it is re-certified as headquarters. The total awards to one single enterprise should be no more than 60 million yuan. As an enterprise belongs to government-specially-introduced enterprise, the award should follow the related agreement that reached when it signs cooperation agreement with Longgang District People’s Government.Article 5 Award for Headquarters’ Contribution to Longgang DistrictHeadquarters could apply for the award as its output value / operating income included in the District’s account and the financial value it contributed to the District both keep a positive increase. The award should be equal to 5‰of the enterprise’s added income of the last year as calculated in Income Approach, but could not be more than 20 million yuan or 50% of the added financial value that the enterprise contributed to Longgang District during the last year.Article 6 As headquarters do not own office space in Longgang District and need to rent one (excluding supporting facility, supplementary space or policy-preferential housing) , they would be granted a subsidy equal to 50% of the rental. But, each headquarters could gain the subsidy for no more than 5 years, with the amount for each year no more than 2 million yuan.As headquarters own office space, but the office space is not large enough to accommodate the business production and operation, and the headquarters  rent space for its R&D and production, they would be granted a subsidy equal to 50% of the actual rental. But, each headquarters could enjoy the subsidy for no more than 3 years, with the amount for each year no more than 1.5 million yuan.Any headquarters to gain the subsidy, must rent the space after being identified as headquarters.Article 7 As headquarters do not own office space in Longgang District and purchase one (excluding supporting facility, supplementary space or policy preferential housing), they could gain a subsidy, equal to 10% of the price at which they purchase the office space, but no more than 20 million yuan or the financial value they contributed to Longgang District during the last year. And, the purchase must happen after they have been identified as headquarters. The purchased office space for which the above-mentioned subsidy is granted, could not be sold out within 10 years, otherwise the subsidy granted should be returned.  Article 8 A headquarters enterprise could not enjoy the supports stipulated in Article 6 and Article 7 of The Measures simultaneously.Article 9 The award and subsidy to the headquarters should be got from Longgang District Special Fund for Development and Reform.Article 10 Headquarters would be tied directly to Longgang District’s related authorities, the latter being responsible for providing government services as the former needs. And, headquarters may enjoy the convenient services exclusive for large-scale headquarters or their major business, the related demands being handled in more direct and effective way. The details should be stipulated by Longgang District Investment Promotion and Enterprise Service Center.Article 11 The employees of headquarters could apply to rent and purchase talent-preferential apartments as meeting the standard of the government’s guarantee for talent’s settlement. And the senior management officers could enjoy the special guarantees as meeting related standards. The details should be stipulated by Longgang Housing and Construction Department.Article 12 The senior management officers of headquarters, who meet related standards, would be granted with “Shenzhen Excellent Talent Card (Longgang)” and would be accessible to the preferential policies and convenient measures in terms of child education, medical care, residence, cross-border travel, etc.The senior management officers of headquarters, identified as professionals specialized in Longgang District’s major industries, would be granted with monetary award. The enforcement should follow Longgang District’s related stipulation.Chapter Four Supervision Article 13 Longgang District Headquarters Economy Working Group would be in charge of guiding, administrating, supervising the development of Longgang District’s headquarters, checking headquarters-preferential measures, processing the applications from headquarters, disqualifying the ones that are nor up to the related standards, and the like. The mayor of Longgang District would serve as the group leader. And, the deputy group leader would be the leader in charge of Longgang District Development and Reform Bureau. The office would be located in Longgang District Development and Reform Bureau, and would be responsible for the daily work.                                    Article 14 The Office of Longgang District Headquarters Economy Working Group would undertake the responsibility to identify and qualify headquarters. Longgang District Development and Reform Bureau would lead authorities in charge of market supervision, statistics, taxation and the like, to verify the qualification. The enterprises meeting related standards would be listed in Longgang District’s catalog of headquarters.Article 15 Longgang District Development and Reform Bureau should be responsible for processing the applications for the Award for Headquarters Located in Longgang District, Award for Headquarters’ Contribution to Longgang District, and the subsidy for Headquarters’ renting and purchase of office space. And, Longgang District Development and Reform Bureau should then lead the authorities of market supervision, statistics, taxation and the like, to check the qualification and should publicize the list of qualified candidates.Article 16 An enterprise could apply to be municipal-level headquarters and district-level headquarters simultaneously.But an enterprise could not benefit from the support specified in The Measures and  Longgang District’s any other preferential / supporting policy for the same reason simultaneously. It’s prohibited that an enterprise applies for different supports, awards or subsidies for the same reason.Article 17 Headquarters should submit the data needed to Longgang District’s statistical department timely and accurately.Article 18 Longgang District Headquarters Economy Working Group should cooperate with Longgang District’s statistical department, taxation department and related departments in assessing the effect of Longgang District Special Fund for the Development of Headquarters Economy, checking the enforcement of the policies and documents related to headquarters economy, and proposing the report about the development of Longgang District’s headquarters economy.Article 19 Longgang District market supervision department should build the information-sharing mechanism and inform Longgang District Headquarters Economy Working Group timely of any headquarters’ change in the enterprise name, registered capital, merger, separation, dissolution, liquidation, equity transfer, relocation, etc.Article 20 Longgang District Headquarters Economy Working Group should employ government’s information-sharing platforms and other information-sharing platforms, to better its enterprise supervision and service, to conduct yearly check on headquarters’ qualification and make according adjustments. As  headquarters are found unqualified for the first time, Longgang District Development and Reform Department and Longgang District’s related regulatory department would talk with the headquarters about the latter rectification and improvement. As headquarters are found unqualified for consecutive two times, it would be removed from Longgang District’s catalog of headquarters.Article 21 Headquarters gaining any of the awards, supports and subsidies mentioned herein through cheating or through breaking laws or regulations, would be included in the list of severely-dishonest entities, could not benefit from related preferential or supporting policies any more, and should return the award, support and subsidy granted. The misconducts may be exposed through news media, as needed. As the headquarters are suspected of committing laws, judicial measures would be taken.Chapter Five Supplementary Provisions Article 22 The output value / operating income and economic value contributed to Longgang District that are mentioned above, should be included in the data of the headquarters’ independent legal-person institutions (including the branches) and of the enterprises in Longgang District over which the candidates have the actual control right and whose financial data would be included in the headquarters' financial statement.Article 23 The economic value contribute to Longgang District that is mentioned above, refers to the corporate income tax, value-added tax, urban maintenance and construction tax, stamp tax, local surcharge for education, education surcharge, building tax, urban land use tax, cultural establishments construction tax, that are treated as Longgang District’s tax revenue.Article 24 As a candidate’s subsidiary applies to gain the awards, supports and subsidies on its own, the subsidiary’s output value / operating income and economic value contributed to Longgang District could not be included in those of the candidate.Article 25 The numeral expressions involving using “more than” “over” “no more than” do not mean to include the number following.Article 26 The Measures should be explained by Longgang District Development and Reform Bureau of Shenzhen.Article 27 The Measures would come into force starting from November 24, 2023, with the validity lasting for 3 years.

    To the related office, department, unit, authority,Through study and research, some articles and clauses in the Regulations on Managing the Special Fund for the Development of Industry and Information Industry to Support Commerce and Service Industries in Longgang District of Shenzhen (No. 07〔2022〕of Longgang District’s Regulation on the Industry and Information Technology of Shenzhen) (named “the Regulations” in the following of the text), would be amended as the following:    1. The amendment to Article 9-1 in Chapter Two: Item supported: enterprises having gained the support or incentive from Industry and Information Technology Bureau of Shenzhen Municipality / Shenzhen Service for Small- and Medium-sized Enterprise, through the projects of “Industrial Design Center” “Industrial Design Institute” “Famed Industrial Design Award” “Industrial Design to Lead Innovation, Transformation and Application” “Industrial Design into Micro, Small and Medium Manufacturing Enterprises” “Supporting Platform for Innovation Service of Industrial Design”.  2. The amendment to Article 9-2-(3) in Chapter Two:The enterprise having gained monetary incentive from Industry and Information Technology Bureau of Shenzhen Municipality for the project of “Famed Industry Design Award”, would be granted the incentive equal to 50% of the above-mentioned monetary fund the enterprise would receive actually, as the amount that a single enterprise can gain in a year could not surpass 250,000 yuan RMB.3. The amendment to Article 9-2-(4) in Chapter Two:  The enterprise having gained the supporting fund from Industry and Information Technology Bureau of Shenzhen Municipality through the project of “Industrial Design to Lead Innovation, Transformation and Application”, would be granted the incentive equal to 20% of the supporting fund the enterprise would receive actually, with the amount not surpassing 1,000,000 yuan RMB.4. The amendment to Article 9-2-(5) in Chapter Two: The enterprise having gained the supporting fund from Shenzhen Service for Small- and Medium-sized Enterprise through the project of “Industrial Design into Micro, Small, and Medium Manufacturing Enterprise”, would be granted the incentive equal to 50% of the supporting fund the enterprise would receive actually, with the amount  not surpassing 150,000 yuan RMB.5. The amendment to Article 15-6-(1) in Chapter Three: The support herein would be checked and approved by related authority after candidate enterprise’s application. The application for it should be proposed within the fiscal year or the second fiscal year that the candidate enterprise gains the supporting fund or monetary incentive from Industry and Information Technology Bureau of Shenzhen Municipality / Shenzhen Service for Small- and Medium-sized Enterprise through the project as “Industrial Design Center” “Industrial Design Institute” “Famed Industrial Design Award” “Industrial Design to Lead Innovation, Transformation and Application” “Industrial Design into Micro, Small and Medium Manufacturing Enterprise” “Supporting Platform for Innovation Service of Industrial Design”. And, it should be based on the document about the candidate enterprise’s gaining of the municipal honor or support and the proof of the appropriation. The Announcement should be come into force since May 26, 2023.   Longgang District Industry and Information Technology Bureau of ShenzhenMay 16, 2023The Regulations on Managing the Special Fund for the Development of Industry and Information Industry to Support Commerce and Service Industries in Longgang District of ShenzhenChapter One General ProvisionsArticle 1 The Regulations are formulated in accordance with Methods of Managing District-level Special Fiscal Found in Longgang District of Shenzhen (No. 01 〔2021〕 of the Regulations of People’s Government of Longgang District of Shenzhen) and Methods of Managing Special Fund for the Industrial Development in Longgang District of Shenzhen, as well as the reality.Article 2 The fund for the implementation of the Regulations should be disbursed from the special fund for the development of industry and information technology in Longgang District of Shenzhen. There should be a limit on the total amount of the fund. As the total amount surpasses the financial budget of the year, the money distributed to the supported project should be reduced proportionally.Article 3 Longgang District Industry and Information Technology Bureau of Shenzhen should be responsible for implementing the Regulations.Chapter Two Scope and Standard of the Support and Method of the VerificationArticle 4 Supporting enterprise’s expansion 1. Object supported: the enterprise that is included for the first time in the statistical database of the businesses above the designated quota (excluding accommodation industry) and the service enterprises above designated size, has achieved positive growth in its sales volume, retail sales, or operating income in the second year, and has never enjoy any support or incentive before for being included in the database.2. Method and standard of the support: incentive within 100,000 yuan RMB would be given once for all.3. Approval of the support: following checking and approval mechanism.Article 5 Supporting enterprise’s further growth1. Object supported: the enterprise that has been included in the database of enterprises and businesses above the designated quote and the scale and growth of whose sales / turnover of the previous year has been up to certain standard.  2. Method and standard of the support(1) The wholesale enterprise whose sales reached 1-3 billion (including 1 billion) yuan RMB and showed a year-on-year increase of 15% or more in the previous year, would receive the monetary support, equal to 0.3‰ of the increased amount in its sales but no more than 1 million yuan RMB; the wholesale enterprise whose sales surpassed 3 billion yuan RMB and showed a positive year-on-year increase in the previous year, would receive the monetary support, equal to 0.6‰ of the increased amount in its sales but no more than 2 million yuan RMB; the wholesale enterprise whose sales reached 10 billion yuan RMB or more and showed a positive year-on-year increase in the previous year, would receive the monetary support, equal to 0.8‰ of the increased amount in its sales but no more than 6 million yuan RMB; the wholesale enterprise whose sales reached 15 billion yuan RMB or more and showed a positive year-on-year increase in the previous year, would receive the monetary support, equal to 1.2‰ of the increased amount in its sales but no more than 7 million yuan RMB; and the wholesale enterprise whose sales reached 20 billion yuan RMB or more and showed a positive year-on-year increase in the previous year, would receive the monetary support, equal to 1.4‰ of the increased amount in its sales but no more than 8 million yuan RMB.  (2) The retail enterprise whose sales reached 100 million yuan RMB to 1 billion yuan RMB and showed a year-on-year increase of 10% or more in the previous year, or the retail enterprise whose sales surpassed 1 billion yuan RMB and showed a year-on-year positive increase in the previous year, would both be granted the monetary support, equal to 1‰ of the increased amount in its sales but no more than 1 million yuan RMB.(3) The catering enterprise included in China Enterprise Database whose turnover reached a year-on-year increase of 10% or more in the previous year, would be granted the monetary support, equal to 3‰ of the increase amount in in its turnover but no more than 500,000 yuan RMB.(3) Approval of the support: following checking and approval mechanismArticle 6 Supporting consumption-promotion activities 1. Object supported: the enterprise participating in “Longgang District Shopping Festival” Consumption-Promotion Activity.  2. Method and standard of the support: Incentive, equal to 50 % of the enterprise’s actual input in participating in “Longgang District Shopping Festival” Consumption-Promotion Activity, but no more than 100,000 yuan RMB, would be granted once for all.3. Approval of the support: following checking and approval mechanism.Article 7 Supporting the founding of e-commerce demonstration base / park1. Object supported: the enterprise in charge of the unified operation of national, provincial and municipal e-commerce demonstration base / park2. Method and standard of the support: the operating enterprise rated as national e-commerce demonstration base, would be granted the incentive within 2 million yuan RMB once for all; the operating enterprise rated as provincial e-commerce demonstration base, would be granted the incentive within 1 million yuan RMB once for all; the operating enterprise rated as municipal e-commerce demonstration base, would be granted the incentive within 500,000 yuan RMB once for all.3. Approval of the support: following checking and approval mechanism based on the document about the enterprise’s gaining of the approval from related national, provincial and municipal commerce authorities.Article 8 Supporting the construction of international first-rate commercial block 1. Object supported: those rated as the characteristic business district / walking street or night-time economy demonstration block by the municipal commerce authority.2. Method and standard of the support: Incentive wold be granted after the project is accepted. To the project up to the acceptance standard, incentive, equal to 25% of the actual input in the new construction or renovation involved, but no more than 10 million yuan RMB, would be granted by related municipal authority, and the supplementary incentive would be granted by Longgang District authority in the proportion of one to one.3. Approval of the support: following checking and approval mechanism based on the document identifying the title as characteristic business district, walking street and night-time economy demonstration block, granted by the municipal commerce authority.Article 9 Supporting the development of industrial design1. Object supported: the enterprise gaining the support or incentive from Industry and Information Technology Bureau of Shenzhen Municipality / Shenzhen Service for Small- and Medium-sized Enterprise through the projects of “Industrial Design Center” “Industrial Design Institute” “Famed Industrial Design Award” “Industrial Design to Lead Innovation, Transformation and Application” “Industrial Design into Micro, Small and Medium Manufacturing Enterprises” “Supporting Platform for Innovation Service of Industrial Design”.2. Method and standard of the support(1) Incentive equal to 50% of Shenzhen’s actual municipal support amount, would be granted to the enterprise rated as “National Industrial Design Center” “Guangdong Provincial Industrial Design Center” “Shenzhen Municipal Industrial Design Center”, with no more than 2.5 million yuan RMB for national industrial design center and no more than 1.5 million yuan RMB for provincial industrial design center and municipal industrial design center.(2) Incentive equal to 25% of Shenzhen’s actual municipal support amount, would be granted to the national and municipal industrial design institutes certified, with respectively no more than 7.5 million yuan RMB and 5 million yuan RMB.(3) Incentive equal to 50% of Shenzhen’s actual municipal support amount, would be granted to the enterprise having gained the monetary incentive from Industry and Information Technology Bureau of Shenzhen Municipality for the “Famed Industrial Design Award” project, with no more than 250,000 yuan RMB for one single enterprise in one year.(4) Incentive equal to 20% of Shenzhen’s actual municipal support fund, would be granted to the enterprise having gained the support fund from Industry and Information Technology Bureau of Shenzhen Municipality for the project of “Industrial Design to Lead Innovation, Transformation and Application”, with no more than 1 million yuan RMB.(5) Incentive equal to 50% of Shenzhen’s actual municipal support fund, would be granted to the enterprise having gained the support fund from Shenzhen Service for Small- and Medium-sized Enterprises for the project of “Industrial Design into Micro, Small and Medium Manufacturing Enterprises”, with no more than 150,000 yuan RMB.(6) Incentive equal to 50% of Shenzhen’s actual municipal support fund, would be granted to the enterprise having gained support for the project of “Supporting Platform for Innovation Service of Industrial Design”, with nor more than 1.5 million yuan RMB.The article could not be available to the project having gained the industrial design incentive supported by Longgang District Bureau of Culture, Radio, Television,Tourism, and Sports.3. Method of the verification: following checking and approval mechanism based on the document about the authentication or funding from Industry and Information Technology Bureau of Shenzhen Municipality and the proof of the appropriation.Article 10 Supporting the development of productive service enterprise 1. Object supported : the service enterprise above the designated size in the industry of Internet and related service, software and information technology service, consultation and inspection, engineering technology and design service, quality-inspection technology service, technological promotion service, supply-chain management service.2. Method and standard of the support: The enterprise with its operating income of the previous year having grown at a rate of 20% or more, would be granted the incentive equal to 1% of the increase in its operating income but no more than 2 million yuan RMB.3. Approval of the support: following checking and approval mechanismArticle 11 Supporting enterprise’s and industrial organization’s independent participation in exhibitions 1. Object supported: the industrial organization and the enterprise above designated size / quota (including glasses enterprise) participating in the large comprehensive exhibition, professional exhibition, overseas exhibition, online exhibition and the exhibition centered on dynamic show and static display, which have been in the List of the yearly prominent exhibitions supported by Longgang District Industry and Information Technology Bureau. The support to the enterprise participating in the exhibitions which is object to the support by Longgang District under the requirement from superior unit, would follow Article 13.2. Method and standard of the support:(1) As the enterprise (excluding glasses enterprise) has gained the support fund from Shenzhen Municipal authority for the participation in exhibition: as Shenzhen municipal support fund is under 50% of enterprise’s actual participation fee ( including the expense in booth, venue, and space rental for offline exhibition; and the expense in platform entry, display service for online exhibition; the same hereinafter) , the supplementary support would be granted in the proportion of one to one; as being over, the supplementary support would be equal to the balance between enterprise’s actual participation fee and Shenzhen municipal support amount, the same to the glasses enterprise having gained Shenzhen municipal support for the participation in the exhibition. Overall, the support found that a single enterprise can gain for participating in one exhibition could not be more than 30,000 yuan RMB. And, a single enterprise could not apply for more than 10 support projects in one year, with the total that a single enterprise could gain in one year no more than 300,000 yuan RMB.(2) As the enterprises (excluding glasses enterprise) has not gained any Shenzhen municipal support for the participation in the exhibition, incentive equal to 60% of the actual participation fee, would be granted; to the glasses enterprise having not gained support for the participation in the exhibition, inventive would be equal to 100% of the actual participation fee, but no more than the limit of the support. The incentive a single enterprise can gain for the participation in one exhibition, could not be more than 30,000 yuan RMB. And, a single enterprise could not apply for more than 10 support projects, and could not gain more than 300,000 yuan RMB’s support fund in total.3. Approval of the support: following checking and approval mechanism.Article 12 Supporting enterprise’s participation in government’s centralized exhibition1. Object supported: the enterprise and industrial organization in Longgang District participating in the exhibition centralized by Longgang District People’s Government of CPC; the enterprise and industrial organization in Longgang District participating in the exhibition as organized by Longgang District’s related industrial authority under the requirement from Shenzhen’s related authority; the industrial organization undertaking the activity that the related department / street office under Longgang District People’s Government organizes the participation and has gained the approval from Longgang District’s related industrial authority.    2. Method and standard of the support: As approved at the meeting of Party Leadership Group of Longgang District Industry and Information Technology Bureau, the support would be granted, as much as the expense in participating in the exhibition, including the expenses in business affairs, transport, advertisement and promotion, exhibition booth, booth decoration.3. Approval of the support: following checking and approval mechanism.Article 13 The support project for the exhibition with superior department’s support1. Object supported: the enterprise participating in the large comprehensive exhibition, professional exhibition, overseas exhibition, online exhibition, and the exhibition centered on dynamic show and static display, to which Longgang District should give its support as required by the superior unit.  2. Method and standard of the support:(1) As a superior unit has stipulated standard for the support, it should follow the stipulated standard.(2) As a superior unit has not stipulated standard for the support: to the enterprise having gained municipal support, the support should be granted in the proportion of one to one, as the municipal support does not exceed 50% of the enterprise’s actual participation fee; and the support should be equal to the balance between the enterprise’s actual participation fee and the municipal support, as municipal support exceeds; to the enterprise having not gained municipal support, the support should be 60% of the enterprise’s actual participation fee. The support that a single enterprise could gain for the participation in one exhibition could not be more than 50,000 yuan RMB. And, a single enterprise could not apply for more than 6 support projects each year, with the total amount of the support it can gain being no more than 300,000 yuan RMB.3. Approval of the support: following checking and approval mechanism.At the beginning of each year, the List of major exhibitions above-mentioned should be stipulated by Longgang District Industry and Information Technology Bureau in accordance with the yearly reality from 2021. And, retails about the List should be publicized on the website of Longgang District Industry and Information Technology Bureau.Chapter Three Application for the SupportArticle 14 The application herein can be divided into basic application and special application. A project entity should satisfy the requirements as the following:1. Any support should be granted after related project has been finished.2. A project entity should be the corporate enterprise, private non-enterprise unit or social organization registered in the administration area of Longgang District, being independent legal-person entity and satisfying the requirements. Besides, corporate enterprise should keep its statistical place in Longgang District.3. A project entity can not be in the List of seriously-dishonest entities and should be in its validity term.  4. A project entity should ensure the authentication, validity and completeness of its application material, and should keep away from cheating or defrauding.5. A project entity should avoid repeated applications.6. Other requirements stipulated in the laws, regulations, rule s and superior administration’s regulatory documents should be met.Article 15 An application could be submitted as the following requirements for the application of special project could be met and the requirements in the Application Guide formulated by Longgang District Industry and Information Technology Bureau in accordance with the Regulations could also be met.1. Support project for the expansion of enterprise size(1) An enterprise having gained the incentive for being included in China Enterprise Database as an industrial enterprise above designated size, a business above designated quota or a service enterprise above designated size, could not apply for the support herein.(2) An enterprise getting included in China Enterprise Database at the site otherwise and then relocating its registration place / statistical site to Longgang District, could not apply for the support herein.  (3)  Data about an enterprise’s sales volume, retail sales and operating revenue should be based on the monthly reported data that the enterprise submits to Longgang District’s statistical department.  2. Supporting enterprise’s further development(1) The support herein follows checking and approval mechanism.(2) An enterprise relocating its statistical place to Longgang District during the application year could apply for the support herein.(3) As an applicant has its association enterprise in China Enterprise Database, the applicant should apply for the support together with the association enterprise, with the one having a larger sales volume / operating revenue as the application entity.(4) An enterprise having gained the incentive for the project mentioned herein could not enjoy any other Longgang District’s incentive for its growth.3. Supporting the hosting of consumption-promotion activity(1) An application enterprise should be the one registered in Shenzhen Municipality.(2) An enterprise’s actual input should be its expense in the activity venue, material, activity planning, advertisement, promotion, etc.(3) The support follows checking and approval mechanism, based on a third party’s audit on enterprise’s actual input.4. Supporting the construction of e-commerce demonstration base / park(1) An e-commerce demonstration base / park should be under its unified operation by the unit whose registration site and statistical site are both in Longgang District.(2) An enterprise should apply for the support mentioned herein in the current year or the second year as it has gained any other related support fund.(3) The support herein follows checking and approval mechanism, based on the document on the judgement on an application enterprise from national, provincial or municipal business affairs departments.5. Supporting the building-up of international first-rate commercial block(1) A characteristic business district, waling street or night-time economy demonstration block should be under the unified operation, by the unit whose registration site and statistical site both in Longgang District.(2) An enterprise should submit its application in the current fiscal year or the second fiscal year as gaining any other related support fund.(3) The support herein follows checking and approval mechanism, based on the document about the approval of the characteristic business district, walking street, and night-time economy demonstration block from Shenzhen business affairs department.6. Supporting industrial design’s development(1) The support follows checking and approval mechanism. An enterprise having gained the support fund or the incentive for the projects of “Industrial Design Center” “Industrial Design Institute” “Famed Industrial Design Award” “Industrial Design to Lead Innovation, Transformation and Application” “Industrial Design into Miro, Small and Medium Manufacturing Enterprises” “Supporting Platform for Innovation Service of Industrial Design”, could submit its application in the current fiscal year or the second fiscal year as gaining the support fund or the incentive, based on the document on the municipal approval or municipal support and the proof of the appropriation. As the project acceptance is necessary, the application should be submitted in the current fiscal year or the second fiscal year as the project acceptance is finished.(2) The article is not available to the project having gained the industrial design incentive supported by Longgang District of Culture, Radio, Television, Tourism, and Sports.7. Supporting the development of productive service enterprise(1) An enterprise to apply for the support should get its registration site and statistical site both in Longgang District.(2) An enterprise’s industrial standard code should follow Classification of National Businesses and Industries, specifying the first two digits of the code for internet and related service are 64, for software and information service are 65, and the first three digits for consultation and inspection are 724, for engineering technology and design service are 748, for quality-testing technological service are 745, for technology promotion service are 751, and the industrial standard code for supply-chain management service is 7224.  (3) The support herein follows checking and approval mechanism.(4) An enterprise relocating its statistical site to Longgang District during the application year, could apply for the support.8. Supporting enterprise’s and industrial organization’s independent participation in exhibition(1) An enterprise applying for the support should get its registration site and statistical site both in Longgang District, and an industrial organization applying for the support should get its registration site in Longgang District.(2) An enterprise and an industrial organization applying for the support should have been founded for one year or more.(3) An enterprise relocating to Longgang District should keep its registration site and tax payment place both in Longgang District for one year or more, and an industrial organization relocating to Longgang District should keep its registration site in Longgang District for one year or more.(4)  An enterprise applying for the support should meet the stipulation in Article 11 for the enterprise’s and industrial organization’s independent participation in exhibition.(5) The participation fee involved in the application should be 20,000 yuan RMB and more (including the expense in exhibition booth, exhibition venue and space rental for offline exhibition, and including platform entry fee and display service fee for online exhibition).9. Supporting enterprise’s participation in the exhibition centralized by the government(1) An enterprise or an industrial organization applying for the support should have been founded for one year and more.(2) An enterprise relocating to Longgang District should keep its registration site and tax payment place both in Longgang District for one year and more, and an industrial organization relocating to Longgang District should keep its registration site in Longgang District for one year and more.(3) The stipulation in Article 12 should be followed.10. The support project for the exhibition with superior department’s support(1) An enterprise applying for the support has been founded for one year and more.(2) An enterprise relocating to Longgang District should keep its registration site and tax payment place both in Longgang District for one year and more.(3) Stipulation in Article 13 should be followed.Chapter Four Application for the Support and the VerificationArticle 16 Longgang District Industry and Information Technology Bureau should formulate the Guide to / Notice of the Application for Yearly Support in accordance with the Regulations. The details about the reception time, application material and the like should be publicized on Longgang Government Online and the website of Longgang District Industry and Information Technology Bureau.Article 17 A project entity should fill in related project information and submit related materials in accordance with the Guide / Notice.Article 18 Longgang District Industry and Information Technology Bureau should  verify the application projects, collect suggestions from related units, verify repeatedly the information about application unit’s registration site, statistical place, whether it is in the List of seriously-dishonest entities, whether it is in its validity term, etc.Article 19 Longgang District Industry and Information Technology Bureau should be in charge of verifying the project materials, and could entrust a professional service provider with the tasks as expert review, special audit. The professional service provider should submit the expert review report, special audit report and the like to Longgang District Industry and Information Technology Bureau.  Article 20 Longgang District Industry and Information Technology Bureau should formulate the monetary support plan, and determine the list of the projects to be supported and the support amount, in accordance with the yearly monetary plan, related expert review, special audit, etc.Article 21 A project subject to the support approved would be publicized on Longgang Government Online and the website of Longgang District Industry and Information Technology Bureau for 5 working days. Any opposition could be submitted to Longgang District Industry and Information Technology Bureau in written form. As receiving the written opposition, Longgang District Industry and Information Technology Bureau would investigate and review the project again. As withdrawing the former support, it would provide explanatory reasons to the application unit involved.Chapter Five Supplementary Provisions Article 22 The Regulations should be explained by Longgang District Industry and Information Technology Bureau.Article 23 The support fund herein should be rounded down to yuan.Article 24 The date, ratio, amount and the like mentioned in the Regulations should be the numbers themselves, unless noted otherwise. The year mentioned in the Regulations all refer to the calendar year.Article 25 The Regulations would come into effect since Sep. 29, 2022, with its validity term lasting for 3 years. During the validity term, Longgang District could amend and adjust the Regulations and release and implement it accordingly, in accordance with the actual need.

    1. Rent reduction and exemptionI.Micro and small enterprises in the manufacturing and service sectors and self-employed individuals that rent properties owned by wholly State-owned enterprises, State-controlled enterprises, or administrative and public institutions shall be exempt from full rent for three months and half rent for another three months, while other types of enterprises that rent these properties shall be exempt from full rent for one month. In the circumstances that rent exemptions produced an adverse effect on the performance of State-owned enterprises or public institutions, it shall be considered and recognized on the basis of the actual situation when their performance is assessed. (Application: benefit without application or benefit upon application. Competent departments: district State-owned assets supervision and administration bureau, district finance bureau)II. Non-State-owned property owners (including community joint-stock companies and individual property owners) and non-State-owned property management companies are encouraged to cut or exempt rent as appropriate, or allow tenants that face difficulties in production and business operations to defer rent payments if necessary. In the circumstances that wholly State-owned enterprises and State-controlled enterprises manage certain properties, they shall offer rent reductions of the same percentage as property owners do to tenants for the corresponding month(s). (Competent departments: district State-owned assets supervision and administration bureau, district industry and information technology bureau)III. Non-State-owned property owners (including community joint-stock companies and individual property owners) and non-State-owned property management companies are encouraged to cut or exempt rent for enterprises or self-employed individuals in the district’s designated lockdown and control areas (including non-control areas that implement the same epidemic prevention and control regulations as control areas do) from January 1 to June 30, 2022. These property owners and property management companies will receive 50% of the rent exempted in subsidy for no longer than one month, capped at 1 million yuan for a single beneficiary. Consumption promotion measuresIV. Restaurants that operate in Longgang District in accordance with the law and regulations will be given 10,000 yuan in subsidy each, upon verification by the authorities of the subdistrict where they are located, if the actual locations of their businesses are in places designated as lockdown or control areas (including non-control areas that implement the same epidemic prevention and control regulations as control areas do) from January 1 to June 30, 2022. Tiered subsidies will be given to sports venues, cinemas, hotels, tourist attractions, travel agencies, and places of entertainment that have contributed to anti-epidemic work and have resumed operations when conditions allowed, with a maximum of 600,000 yuan for a single enterprise. (Application: benefit upon application. Competent department: district bureau of culture, radio, television, tourism and sports)VI. From the release date of these measures to June 30, 2022, individual consumers who purchased or will purchase sedans (excluding used cars) at prices between 100,000 yuan (included) and 300,000 yuan (not included) from car dealers that were registered in Longgang District and have been covered by governmental economic statistics shall receive 5,000 yuan in digital RMB for each car purchased, while individual consumers who purchased or will purchase sedans (excluding used cars) at or above 300,000 yuan will receive 10,000 yuan in digital RMB for each car purchased. The digital RMB to be distributed in this regard totals 30 million yuan and will be allocated on a first-come, first-served basis until the funds run out. (Application: benefit upon application. Coupons totaling 20 million yuan, applicable in shops in Longgang District, will be distributed to consumers across the city. (Competent department: district industry and information technology bureau)3.Financial measuresVIII. Industrial enterprises above designated size, wholesale, retail, hospitality and catering enterprises above designated size, and service enterprises above designated size (excluding financial, quasi-financial and real estate enterprises) that have received new loans (rollovers are taken as new loans) from banks and other financial institutions from March 1 to May 31, 2022, shall be exempt from 50% of interest on three-month loans, capped at 300,000 yuan for a single enterprise. Competent department: district industry and information technology bureau)IX.Financial institutions are encouraged to diversify collateral-free loan products. The service scope of Xinyidai, the country's unified credit scoring system aimed at helping small and medium-sized enterprises (SMEs) gain better access to funding, will be expanded, with more support to be given to SMEs in the district. One of the district’s targets this year is to grant no less than 400 million yuan in collateral-free loans. (Competent department: district development and reform bureau)4. Support measures for construction projects in progressX.Construction enterprises with projects that got under way before March 12, 2022 under the supervision of municipal or district authorities and was suspended in accordance with the government's epidemic prevention and control requirements (excluding small projects without a construction permit), shall receive a maximum subsidy of 100,000 yuan for each construction site (or each contract) affected, with the calculation of total subsidies based on the number of workers on duty. (Application: benefit upon application. Competent departments: district housing and construction bureau, district water affairs bureau, Longgang office of the municipal transportation bureau)5. Anti-epidemic support measuresXI.Enterprises are encouraged to purchase new types of anti-epidemic supplies for their own use. Enterprises in the district that fall under the four designated types (i.e. major industrial enterprises, qualified construction companies, major wholesale, retail, hospitality and catering enterprises, and leading service enterprises) and have strictly implemented epidemic prevention and control measures will receive a subsidy equivalent to 50% of their total spendings, with a maximum of 200,000 yuan for a single enterprise, if they spent 20,000 yuan or more on coronavirus antigen self-testing reagents, medical equipment for epidemic prevention, and digital anti-epidemic equipment such as intelligent temperature measurement facilities, digital data collection facilities, and unmanned vehicles from January 1 to June 30, 2022. Competent department: district bureau of industry and information technology)XII.Service mechanisms will be used to their full effect to meet enterprises’ demands. The Longgang section of “深i企”, an online one-stop service platform for enterprises, will be used to provide enterprises with services including collecting their demands, helping them resolve problems, and offering policy interpretation. A mechanism will be established to offer emergency public legal services. Enterprises involved in disputes over contract execution and labor relations which arose from disruptions from the epidemic prevention and control, shall have access to services including online emergency public legal consulting and legal aid. (Competent departments: district investment promotion and enterprise service center, district bureau of justice)The development and reform bureau of Longgang District and all the competent departments are responsible for the interpretation of the above measures. All the competent departments must perform their duties when examining and verifying the applications to avoid doling out subsidies repeatedly to one beneficiary. Malpractices like making false or deceptive statements when applying for subsidies shall be dealt with seriously in accordance with relevant regulations.Support measures at national, provincial and municipal levels shall be carried out thoroughly. If policies in same categories come into conflict at different levels, policies with the strongest support shall be delivered to enterprises. These measures are effective from March 25 until June 30, 2022 except stated otherwise.

The Shenzhen Government shall introduce multinational imported car enterprise headquarters, regional headquarters, settlement centers and larger automobile trading groups into Shenzhen, and strengthen investment promotion for enterprises engaging in overseas goods sources, ocean routes, automobile finance, components supply, after-sales service, warehousing and logistics, thereby realizing scale economy and building industrial clusters. The certification approaches for parallel-import car pilot enterprises shall be optimized. Functional areas, such as auto show transactions, financial services, components collection and distribution and cultural experience, shall also be built. Enterprises engaging in parallel import of cars will be rewarded as per standards for each car. They will be funded as appropriate concerning allocation logistics, bonded warehousing costs, operating service charges, roll-on and roll-off transportation costs, documentary credit bill interest and L/C issuing charges. Enterprises shall be encouraged to apply for China Compulsory Certification independently (excl. facelift, upgrading and displacement certification), and therefore funded as appropriate upon approval. New after-sale repair platforms and refitting production lines should be given a boost. Qualified imported car enterprises shall be supported in getting access to quick customs clearance services such as the pre-entry valuation. After entering the special customs supervision zone, the imported cars may undergo inspection, testing and spot-check certification. As a result, overall clearance time can be cut by one third, electronic transmission and checking of imported car declaration data can be realized relying on \"One Counter\" for international trade, and import clearance service will be more convenient. Shenzhen Government shall strengthen the cooperation between banks and enterprises, bolster banking institutions to provide rational financial support for enterprises at a lower risk of exchange rate by means of financial services, such as customs guarantee, banking guarantee, future cargo pledge, warehouse receipts pledge and long-term settlement and sales of foreign exchange. To lower financing cost of car import enterprises, Export-Import Bank of China, China Development Bank, China Export & Credit Insurance Corporation and other policy-oriented financial institutions and commercial banks shall be guided to strengthen their cooperation with parallel-import car pilot enterprises or import-export trading enterprises. Qualified enterprises shall be encouraged to establish auto financial companies which will provide car loans and other financial services for individuals as well as car dealers. To Improve the Comprehensive Security Mechanism(七)建立试点工作机制。建立由分管市领导为召集人的深圳市平行进口汽车试点工作联席会议制度,成员包括市经贸信息委、发展改革委、财政委、交通运输委、市场和质量监管委、公安局、国资委、口岸办、前海管理局、宝安区政府、深圳海关等,提供全方位协调服务,及时解决行业发展中存在的困难和问题。有关责任单位应在本措施实施半个月内研究出台具体的配套措施。(VII) To Establish Pilot Working Mechanism. The Municipal Government shall establish a joint meeting system on parallel import car pilot under the charge of Municipal officials. Its members include Economy, Trade and Information Commission of Shenzhen Municipality, Municipal Development and Reform Commission, Finance Bureau of Shenzhen Municipality, Transport Bureau of Shenzhen Municipality, Market Supervision and Regulation Bureau of Shenzhen Municipality, Public Security Bureau of Shenzhen Municipality, State-owned Assets Supervision and Management Commission of Shenzhen Municipal People’s Government, Office of Port of Entry and Exit, Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Municipality, Bao'an District People’s Government and Shenzhen Customs District. This joint meeting system seeks to address the difficulties and issues arising in the development course of parallel import car industry and provide comprehensive coordination services. The units concerned shall promulgate corresponding measures within half of a month after the implementation of these Measures.(八)健全行业服务机制。鼓励成立行业商协会,发挥行业组织政企沟通桥梁作用,及时反映企业合理诉求,在行业主管部门的指导下建立行业自律机制,强化行业自律管理。(VIII) To Improve Industry Service Mechanism. Shenzhen Government shall advance establishment of industry association to serve as a bridge between industry institutions and government for better communication. The industry association will undertake to reflect enterpries' reasonable appeals timely and build a self-regulating system for enhanced self-management under the guidance of competent authorities.五、其他V. Miscellaneous(九)本措施所指企业为深圳市注册企业,汽车须经深圳口岸进口。本措施由市经贸信息委负责解释,自2018年11月20 日起实施,有效期三年。(IX) The enterprises referred to in these Measures are registered in Shenzhen. Cars are required to be imported via the port of entry and exit of Shenzhen. The Economy, Trade and Information Commission of Shenzhen Municipality holds the right for interpretation of these Measures which came into effect from November 20, 2018 and remained in force for the next 3 years.
