Shenzhen's 1st unmanned AI bid evaluation pilot launched in Longgang

Longgang has launched its first pilot project featuring unmanned AI evaluation for minor construction works in recent days, marking a landmark breakthrough in AI-plus innovation scenarios in Shenzhen's tendering and bidding sector.

Targeting minor livelihood projects as a focused entry point, the pilot leverages technological upgrades to resolve longstanding bottlenecks in conventional manual bid evaluation.

At the 2026 bid evaluation venue of Henggang subdistrict, the AI evaluation system processed electronic bid documents submitted by 54 bidders and generated complete evaluation results in merely 32 seconds after activation, delivering an exponential leap in efficiency compared with traditional manual review.

Built on the tenderer accountability system, the platform allows tenderers to pre-set evaluation criteria and merit selection thresholds. Once the bid evaluation phase kicks off, the system automatically decrypts bid files, extracts core data from PDFs and scanned attachments, converts unstructured content into standardized datasets, and conducts item-by-item cross-checks against predefined rules. The pilot drew participation from 54 bidding entities, 4.5 times the number of participants in comparable conventional projects.

AI-powered bid evaluation safeguards rigorous and impartial assessment from three dimensions: rule formulation, technical execution and whole-process supervision. Longgang has completed four initial AI bid-evaluation pilots across the Henggang, Longcheng and Yuanshan subdistricts. Longgang will extend its reforms on AI evaluation in tendering and bidding, optimize AI algorithms, review workflows and keep the tendering and bidding market order under consistent regulation.
