It will take the lead in compiling national textbooks and formulating competition standards forsurveying and mapping, fire protection and more. Partnering with universities to develop tailored curricula and opening practical training venues, the consortium will build a demonstration base focusing on both industrial development and employment.

Clear quantitative development targets have also been set.The consortium will provide vocational training for over 10,000 low-altitude economy professionals and grant professional certifications to more than 2,000 personnel annually, with the employment rate of certified talent kept above 90 percent. It will also deliver over 1,000 skilled workers to enterprises each year.
