Social Development|Shenzhen would be a “global leader” in keeping sustainble development by 2030

Shenzhen Sustainable Development Plan (2017-2030) (the Revised Version of 2022) and Shenzhen’s Construction Scheme to Be an Innovative Demonstration Area on China’s Sustainable Development Agenda (2022-2025) (named as Construction Scheme in the following of the text) have been publicized recently. According to the above, Shenzhen would develop into a modernized and international innovative city which could achieve basically the goal of socialist modernization by 2025, and a global innovative city with world first-grade sustainable development level by 2030. 

Five major development goals 

1. Developing into an innovative and vigorous city with its international influence 

Efforts shall be made to accelerate the independent development of high-level technologies and promote the coordinated construction of Guangdong-Hong Kong-Macao Greater Bay International Sci-tech Innovation Center, National Comprehensive Science Center and the Innovative Demonstration Area on China’s Sustainable Development Agenda. The whole society’s basic research fund should aaccout for over 6% of the R&D expenditure, and the whole society’s R&D expenditure should account for 5.5%-6% of the regional GDP. 108 large-valued patents shall be available for every 10,000 people. Over 22,000 international high and new technology enterprises should be built. The operating revenue in the national high and new technology areas of Shenzhen should reach 3.18 trillion yuan RMB. 

2. Developing into a green and low-carbon city with suitable living and production conditions

The construction of the “International Mangrove Center” shall be promoted at a high level. The yearly average density of PM2.5 cannot be more than 18 micrograms per cubic meter. The rate of days with good ambient air quality should be 97.5% or more. Water usage should be controlled at less than 6 cubic meters as every 10,000 yuan’s GDP is achieved. Over 80% of reclaimed water shall be utilized. 85% or more of urban household swage shall be disposed through the way of central collection. 50% of household refuse should be recycled, and the green rate in the complete innovative demonstration area shall be no less than 40%.

3. Developing into a smart and convenient city with more advanced science and technology 

Efforts shall be made to build integrated online government service platform and to  integrate it with the offline platform. The city should accelerate its digital transformation, try to build a benchmark for international new smart city and a model for “Digital China”, and develop into a global pioneer digital city. 

4. Developing into a universally benefically city with a higher quality standard

Basic public service should be strenghtened, and people’s basic livehood should be guaranteed. Citizen’s per capita disposable income should be over 90,000 yuan RMB. 3 practicing/ assistant physicians shall be here for every 1000 citizens, and 5 general practitioners shall be for every 10,000 citizens. Public cultural facilities should cover an area of 3.76 million square meters in total. 673,000 public compulsory education degrees, and 110,000 public ordinary high school degrees should be increased. Public kendergartens and universally-beneficial and private kindergartens should account for over 85% of all kindergartens.  

5. Developing into an open and inclusive city with modern civilization

Efforts should be made to further improve citizens’ civilized quality and steadily improve the citizens’s quality of honesty and sincerity. Prominent achievements shall be made in promoting the city to a “City of Volunteers” to the larger extent, with 1,600 volunteers registered in every 10,000 citizens. 

The following 3 years’ six major actions and projects by the Construction Scheme

1. improving the leadership in scientific and technological innovation;

2. strategically strengthening the market by talents;

3. actively and steadily keeping the carbon dioxide emission controlled within the peak amount and promoting carbon neutrality; 

4. modelling for building “Beautiful China” where people can co-exist with the nature harmoniouly; 

5. acting to be a pioneer and a model for building “Healthy China”; 

6. acting to be a benchmark for modernizing social governance;
