2022 Report on Assessing SME Development Environment: Shenzhen Ranks First

On February 21, 2023, the Second National SME Development Environment Forum is held in Shenzhen, during which the 2022 Report on Assessing SME Development Environment gets publicized. According to the Report, Shenzhen ranks first in terms of the comprehensive environments for SME (small and medium enterprises) development of the year 2022.  

According to the assessment, Shenzhen, Shanghai, Nanjing, Guangzhou, Beijing, Hangzhou, Xiamen, Ningbo, Changsha and Qingdao are top ten among the 36 cities assessed. The scores in the Report are based on five factors as market environment assessment, legal environment assessment, funding environment assessment, innovation environment assessment and policy environment assessment.  

Shenzhen ranks first in terms of market environment assessment and legal environment assessment, and second in terms of financing environment assessment. During the whole year of 2022, Shenzhen takes series of typical measures, as deeply reforming government’s purchasing system, promoting to invite bids online, standardizing management of deposit , so as to make sure that SME could enjoy policy welfare fairly. Besides, to complete SME service system, Shenzhen has also set up the leadership group for enterprise service and formed its working framework composed of “group service” and “could service”.
