Steady Progress in Reform and Opening-Up

Longgang maintaines strong and steady reform momentum. The comprehensive Implementation Plan for Deepening Reform with 171 key initiatives has been released, pushing forward institutional innovation across sectors. Reforms in labor dispute resolution—integrating mediation, legal aid, arbitration, and litigation—are significantly deepened. Citizen-centered reforms in livelihood service coordination and education system optimization through school groupings and zoning also progress steadily. The district has introduced a pioneering “unaccompanied inpatient ward” model, alleviating the burden of hospitalization on families and tackling the issue of “one patient, many caregivers.”

Longgang District continues to expand its openness and international cooperation. The district records a total import-export volume of 571.89 billion yuan, up 8.2%, and utilized 1.698 billion yuan in actual foreign investment, up 4.4% year-on-year. The Enterprise Overseas Service Base has been officially unveiled to support local companies going global, while the Huawei Cloud (Longgang) Global Digital Trade Service Innovation Center is launched to boost cross-border digital trade innovation. The number of AEO-certified high-level enterprises roses from 50 to 62, and the AEO Training Base undergoes a full upgrade to better serve international trade facilitation.

The integration with Hong Kong and Macao progresses in an accelerated way. All annual tasks under the Three-Year Action Plan (2023–2025) for the High-Quality Development of the Universiade Shenzhen-Hong Kong International Science and Education City have been fully completed. Longgang District also has a strategic cooperation with the Hong Kong Trade Development Council (HKTDC) to deepen cross-border collaboration in industry, science, and innovation.

Regional cooperation is further deepened. Longgang advances its targeted support and collaborative development programs with eight counties and districts across four provinces, delivering tangible results. Major aid projects—such as the Shenzhen–Xunwu Agricultural Product Processing Industrial Park and the Siyuan Kindergarten in Xunwu County—have officially been under construction, demonstrating Longgang District’s strong commitment to the coordinated regional development.
