Longgang District is located in the northeast of Shenzhen, neighboring Pingshan District in the east, Luohu District and Yantian District in the south, Longhua District in the west, and Huizhou City and Dongguan City in the north. Covering an area of 388.21 kilometers square, Longgang District includes 11 subdistricts and 111 communities. In the geometric center of the metropolitan circle composed of Shenzhen City, Dongguan City and Huizhou City, Longgang District serves as a “knot” to tie Shenzhen to east Guangdong Province and north Guangdong Province. And, it is also key for Shenzhen to play its leading role in Guangdong -- Hong Kong -- Macao Greater Bay Area (GBA).

Longgang District is a prominent industrial and commercial district in Shenzhen City. During the past few years, GDP of Longgang District had ever been over 300 billion and 400 billion yuan RMB. In 2022, Longgang District’s total output value reached 475,9 billion yuan, while the added value of the key industries reached 216.272 billion yuan. It has been listed among China’s top100 industrial districts for consecutive six years until the year of 2023.

Development Strategy

As proposed at the 5th Session of the 6th Longgang District Congress of CPC, Longgang District is oriented towards being an innovative district, an eastern center, an industrial highland and a happy homeland, through implementing the development strategy characterized by “one core, two centers and multiple branches”. Longgang District also follows China’s Fourteen Five-year Plan and puts forward its development targets of 2035. According to the preliminary plan, Longgang District would produce an economic value of 680 billion yuan and become a high-tech industrial highland with global influence by the year of 2025. It would continually firm the steps towards being well-off, while continually improving its comprehensive strength. Longgang would also try best to get the manufacturing industry improved steadily, to make the real economy a solid support, and to improve its bearing capacity and radiation influence continually. By 2035, the total economic volume of Longgang District would double as compared with that of 2020. Then, Longgang District would be a globally-influential innovative area, a prominent district for achieving socialist modernization, and an exemplary district in China’s development towards being a powerful socialist country.

Overall Landscape

Beautiful Longgang District is developing towards being a “smart core in east GBA”. Zero-carbon Park, Sanlian Country Park and other 15 parks in Longgang District have been open to citizens. Another 5 parks, including Universiade AI Park, Longhu Cultural and Sports Park, have been under construction. 90-kolimeter-long path would get through for hiking and other outdoor activities in the country area. 10 demonstrative projects of developing active towns and villages have been commenced. The performance in environmental sanitation evaluation is the best of the recent 3 years. Longgang District is also improving the transport capacity. Metro line 14 and line 16 have been open to traffic, with the transport mileage increased from 55.3 kilometers to 100.9 kilometers. Different transport lines, such as Shenzhen-Huizhou Intercity Raiway, Shenzhen International Airport-Dayawan Intercity Reailway, Dapeng Branch Line of Shenzhen-Huizhou Intercity Raiway, and Shenzhen-Shenshan Railway, have been under construction. The Universiade Transportation Hub named “Dance of GBA” starts to be available. The construction of 6 metro lines, including line 17, line 21, has been included in the Phase 5 of Shenzhen Municipal Construction Plan. The Phase 2 of Outer Ring Expressway of Shenzhen and other 49 roads have been open to traffic, while the Phase 2 of Dannong Road and other 43 roads have been under construction. Besides, 74 public transport lines have been optimized.  

Economic Development

The overall economic strength of Longgang District increases steadily. It sets up the economic operation and coordination mechanism involving diversified levels and makes every effort to provide enterprise service, attract investment and to complete a series of key projects. Many of its major economic indexes have been improved. According to the preliminary statistics, the total output value of Longgang District reaches 475.9 billion yuan, increased by 3%. The added value of the key enterprises above designated value reaches 216.27 billion yuan, increased by 1.7%. Longgang’s fixed-asset investment totals 145 billion yuan, increased by 9.1%. Among the fixed-asset investment, the industrial investment reaches 28.47 billion yuan, increased by 35.7%. The total retail sales of consumer goods reaches 144.17 billion yuan, increased by 5.9%, while the public general budget reaches 26.32 billion yuan, decreased by 9.9% as computed as it be.

Longgang District also accelerates the construction of modernized industrial system. It formulates Longgang District General Plan for Establishing “20+8” Industrial Clusters. The industrial pattern gets consolidated. Shenzhen Industrial Software Park and the project of FMIC Production Expansion have been commenced. Baolong Guiding Park for Biological Drug Innovative Development -- Phase 1 is under construction. 64 more construction enterprises, which include 37 Chinese Central state-owned enterprises and local government-owned ones, are located in Longgang District, involving an industrial value of about 100 billion yuan with an increase of 300%. And, many leading enterprises also develop their smart businesses in Longgang District. Huawei (Longgang District) Innovative Center for Digital Creative Industries and other 6 key projects locates in Longgang Digital Creative Corridor, while Pinghu Cross-border E-commerce Industrial Park is being constructed in an accelerated speed. And, Longgang District also introduces a series of policies to support glasses industry.

Longgang District also makes new achievements. It sets ups weekly mechanism to coordinate the development. The projects of constructing Headquarters of Shenzhen Construction Industry Ecological Intelligent Valley (Phase Ⅰ), Pinghu Intelligent Manufacturing Park and the like, have begun. 156 new investment promotion projects have been introduced, with the investment intention involving a volume of 139.1 billion yuan. Longgang District is therefore honored as “Shenzhen’s Excellent Investment Promotion District (2022)” . What’s more, Longgang develops 68,000 commercial subjects, with the total number reaching 855,000; 486 large-scale enterprise of China’s “four designated types” (industry enterprises, construction enterprises, enterprises of wholesale, retail, catering and hotel industries, and enterprises of China’s key service industries) which included in China’s National Statistical Database, with the total number reaching 5,929; 28 national specialized and sophisticated “little-giant” enterprises, with the total number reaching 49; 341 national high-tech enterprises, with the total number reaching 3,151; and 6 listed enterprises, with the total number reaching 35.   

Longgang District is also full of vigor. Guangdong Bohua UHD Innovation Center has been permitted to join in constructing the national UHD innovation center. Shenzhen Institute for Advanced Polymer Materials has been inaugurated. The innovation platforms in Longgang District have increased from 242 ones to 278 ones. 2 provincial and municipal creation and entrepreneurship groups have been introduced to Longgang District. Another 27 specialists chosen for national major talent projects and 406 Shenzhen’s senior talents have been attracted to Longgang District, as 479 talents have been chosen for“Shenzhen (Longgang District) Talent Project”. Longgang District’s social input in research and development accounts for 12.8% of its GDP, and its international patent application numbers 5,126, which both top Shenzhen. Longgang District is also selected as a national exemplary district for science education and a pilot zone for constructing China first batch of intellectual property-prominent counties. In 2022, Longgang District has been listed among the top 10 of China’s top 100 innovation districts.

Key Parks

At the beginning of 2021, Longgang District put forward the development strategy characterized by “one core, two centers and multiple branches” , at the 5th Session of the 6th Longgang District Congress of CPC. According to the development strategy, Longgang District would prioritize the development of the 13 areas in it. Universiade Shenzhen – Hong Kong International Science and Education Town would be developed as the “intelligent core”. International Low Carbon City, Baolong Science and Technology City and the New Eastern High-speed Railway Town would be developed as the “core for low carbon and intelligent manufacture”. Banxuegang Science and Technology Town, North Pinghu New Town, and North Jihua Neighboring Area would be developed as the “core for information digitalization”. Apollo Future Industry Town, Yunchuang Town, Gankeng Hakka New Town, Buji New Town and many other spots in Longgang District would be developed as the “multiple branches”. Thus, a new economic pattern would be formed in Longgang District.      

Culture and Sports

Longgang District’s cultural, sports and tourism careers also flourish. Longgang Digital Creative Corridor is assessed as the first national cultural demonstration zone of Shenzhen, and Tian’an Cloud Park is assessed as a provincial cultural demonstration zone. Shenzhen Conservatory of Music, as one of “Shenzhen’s top 10 cultural facilities in the new era”, is being constructed fast. 7 subdistrict-administrated cultural and sports centers, including Longgang International Art Center, Universiade Space, are being constructed. Pinghu Subdistrict Cultural and Sports Center is open to the public. And, Gankeng Hakka Town is listed among Guangdong’s first batch of night-time cultural and sports consumption attractions. Datian Craft Culture Village is selected for creating the second batch of Shenzhen’s characteristic culture streets. Longgang District also develops the green, low-carbon and human-friendly transport, with the sightseeing bus nicknamed “Red Fatty” having been available. It creates its special artistic and cultural IP, including “Art in Longgang” “Artistic Longgang” “Reading in Longgang”. The public cultural service of Longgang District ranks third among China’s 122 counties and districts. Over 3,000 brand-sponsored cultural events and public-welfare cultural events have taken place in Longgang District, among which are “Greater Bay Area Dance Festival” “Longgang Merry Life Carnival” “Longgang Comedy Festival”. Over 20,000 free lesson of cultural and sports training are offered to the citizens. And, Longgang Library is honored with “Children-friendly Library”. It tops Shenzhen in the library service. Longgang District has hold IIHF Women’s World Hockey Championship, China Football Association Super League, CBA Professional League, League of LPL and many other sports events. And, it also has organized many stars’ concerts, such as Mayday’s concert. Besides, Longgang has hold many public fitness competitions, including “30-km hiking” “basketball carnival” “street dance challenge”. It has made great achievements in creating an east cultural center and an international culture and sports exchange center in Shenzhen metropolitan circle.

Education and Health

During the recent years, Longgang District, centered on the general target of developing into “an innovative Longgang” “an eastern center” “an industrial highland” and “a happy homeland”, makes great efforts to implement the ten action plans, to promote education’s high-quality and prosperous development. It is dedicated to building and renovating 12 schools, which could increase 20,690 opportunities of receiving public compulsory education. It follows national guide to ease the burdens of excessive homework and off-campus tutoring for students undergoing compulsory education, organizes the 190 schools offering compulsory education to provide after-school services, and formulates 6 related regulations to specify the standards of the after-school services. Besides, Longgang is also trying to optimize the educational resources and balance the education development. It gives supports to The Chinese University of Hong Kong, Shenzhen and Shenzhen MSU-BIT University in their development towards high-end research universities, while pushing Shenzhen Institute of Information Technology to be a first-rate vocational college. It vigorously promotes the construction of Shenzhen Conservatory of Music and School of Medicine under CUHK-Shenzhen. And, Universiade Shenzhen-Hong Kong International Science and Education Town fulfils more functions under its support.

Longgang District is also devoted to improving the health care services. In Longgang District, there are 1,353 medical institutions, which could provide 13,975 hospital beds. It has 7 class-A hospitals, specifically as Longgang Central Hospital of Shenzhen, Shenzhen Hospital of Beijing University of Chinese Medicine, Longgang District Maternal and Child Health Hospital of Shenzhen, Longgang District People’s Hospital of Shenzhen, The Third People’s Hospital of Shenzhen, Cancer Hospital Chinese Academy of Medical Sciences - Shenzhen Center, Shenzhen Longcheng Hospital. Besides, 169 community health service institutions are also available in Longgang District. It has completed a three-level medical system which covers district, subdistrict and community, attracted high-end medical groups, and established public-welfare childcare institutions all over the subdistricts.

Governmental Service

Longgang District, after documenting the governmental services in 2019, follows the provincial and municipal work plans and continuously checks and optimizes the governmental services guide, to better and accurately serve citizens. Until May of 2023, Longgang District has publicized 920 guides at Guangdong Provincial Governmental Services Platform, involving 338 one to governmental permit, 368 ones to public service, 57 ones to governmental grant, 24 ones to governmental identification, 2 ones to administrative adjudication, one to administrative award and 130 ones to other administrative matters.
